The purpose of H.R. 2294 is to reauthorize the Integrated Coast-

                                BACKGROUND AND NEED FOR LEGISLATION
The National Oceanic and Atmospheric Administration's (NOAA)
work in our nation's marine waters-preparing for and responding
to disasters, protecting coastal resources, supporting energy pro-
duction, or managing federal fisheries-requires the most up-to-
date science and data to advise decisions. One of the ways that
NOAA protects coastal resources, manages federal fisheries, and
prepares for and responds to disasters is through its Integrated
Ocean Observing System (IOOS).1 IOOS operates within NOAA's
National Ocean Service and is made up of radar, gliders, buoys,
vessels, and different models and forecastS2 that collect data points
