The Committee on Financial Services, to whom was referred the
bill (H.R. 3390) to amend the Federal Reserve Act to require the
Board of Governors of the Federal Reserve System to carry out a
review of discount window operations and to implement improve-
ments to such operations, and for other purposes, having consid-
ered the same, reports favorably thereon with an amendment and
recommends that the bill as amended do pass.
