The Committee on Veterans' Affairs, to whom was referred the
bill (H.R. 1578) to amend title 38, United States Code, to promote
assistance from persons recognized by the Secretary of Veterans Af-
fairs for individuals who file certain claims under laws adminis-
tered by the Secretary, having considered the same, reports favor-
ably thereon with an amendment and recommends that the bill as
amended do pass.
