               Progress as of October 6, 2020




To provide the Congress with a comprehensive review of its work, the Congressional Budget Office
releases an annual report summarizing completed projects. The agency also publishes quarterly
reports, like this one, highlighting recent work and summarizing work in progress.1

Recent  Work
Over the past three months, CBO provided a variety of budget and economic analyses, fulfilling the
agency's core mission of supporting the Congress during each stage of the legislative process. The
agency published 123 cost estimates for legislation that had been reported by a committee or that was
the subject of a motion to be placed on the consensus calendar. (Through September 30, CBO
published a total of 404 cost estimates in 2020.) In addition, since its last quarterly report on work in
progress, CBO has released 21 reports, working papers, and testimonies; they satisfied statutory
requirements, fulfilled Congressional requests, and provided economic and budgetary analysis and
technical information (see Table 1 on page 6).

A number  of those publications provided updated analysis of the rapidly changing economic and
budgetary outlook. Each month, CBO  issued its Monthly Budget Review, an analysis of federal
spending and revenues for the previous month and the fiscal year to date. The agency published
updated budget projections for 2020 to 2030, as well as reports on the outlooks for major federal
trust funds and for federal subsidies of health insurance during the same period. In addition, it
published an analysis of the effects of pandemic-related legislation on output. And the agency
published budget projections for the next 30 years in The 2020 Long- Term Budget Outlook.

In response to Congressional requests, CBO published an examination of the Internal Revenue
Service's enforcement activities and their relationship to that agency's resources, an analysis of the
distribution of household income in 2017, and an analysis of how recapitalizing Fannie Mae and
Freddie Mac through administrative actions would affect CBO's budget projections and cash flows
between those enterprises and their shareholders. CBO also published two reports in response to
