H.R. 3495 would give states the option to determine if any individual or entity, based on the individual's or entity's involvement in abortion, can participate in the state's Medicaid program.
CBO expects not all states would choose to exclude such providers, thus the effects of H.R. 3495 would be smaller than the effects of a policy that permanently prohibits Planned Parenthood
from receiving any federal funds.
