    As ordered reported by the House Committee on Science, Space, and Technology
                               on April 4, 2015


SUMMARY

H.R. 2039 would authorize the appropriation of $18.5 billion in 2016 and $18.8 billion in
2017 for activities of the National Aeronautics and Space Administration (NASA). In
2015, NASA  received an appropriation of $18.0 billion. Assuming appropriation of the
authorized amounts, CBO estimates that implementing the legislation would cost
$37.1 billion over the 2016-2020 period.

Enacting H.R. 2039 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.

H.R. 2039 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA).


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary effect of H.R. 2039 is shown in the following table. The costs of
this legislation fall within budget functions 250 (general science, space, technology) and
400 (transportation).
