Dear Mr. Chairman:
At your request, the Congressional Budget Office (CBO) has analyzed the Army's
plans for equipping its forces with networks for exchanging information using wireless
communications systems. The enclosed report describes the content of the Army's
wireless communications programs and how that content has changed during the past
several years. It also examines the past and projected costs of the Army's wireless pro-
grams and the extent to which the Army's plans for one of the most expensive of those
programs-the Joint Tactical Radio System-are consistent with the service's plans
for equipping its future forces.
