It also examines how the law has worked and some proposals for reforming Congressional treatment of unfunded mandates. The paper was prepared by Theresa Gullo, Chief of CBO's State and Local Government Cost Estimates Unit, under the supervision of Paul N. Van de Water and Robert Sunshine, and by Elliot Schwartz, Chief of CBO's Commerce Unit, under the supervision of Jan Paul Acton.
