of the District of Columbia Advisory Committee to
the United States Commission on Cvil Rights and,
as such, are not attributable to the Commission. This
report has been prepared by the State Advisory
Committee for submission to the Commission and
will be considered by the Commission in formulating
its recommendations to the President and Congress.
