I would like to welcome everyone to this hear- ing where we receive public testimony pertaining to various issues related to the fiscal year 2011 Defense appropriations request. Because we have so many witnesses today, I would like to re- mind each witness that they will be limited to no more than 4 min- utes apiece. But I can assure you that your full statements will be made part of the record. And at this point, I would like to recognize the vice chairman of this subcommittee, Senator Cochran of Mississippi. I am very pleased to join you and welcome our witnesses who are here today to talk about their views in connection with the Defense Department's fiscal year 2011 budget.
