 & STATEMENT OF A CLAIM OF LUFTSCHIFFBAU ZEPPELIN,
 ALLOWED BY THE GENERAL ACCOUNTING OFFICE IN THE SUM
 OF  $187,000

 The SPEAKER OF THE HOUSE  OF REPRESENTATIVES.
   SIR: I have the honor to transmit herewith for the consideration
 of Congress, in compliance with section 2 of the act of July 7, 1884
 (23 Stat. 254), a statement of a claim allowed by the General Ac-
 counting Office in the sum of $187,000, under an appropriation which
 has expired by limitation and the balance of which was carried to the
 surplus fund under the provisions of section 5 of the act of June 20,
 1674 (18 Stat. 110).
   The necessity for the appropriation asked is explained in the letter
 of the Director of the Bureau of the Budget, transmitted herewith,
 in whose conclusions and observations thereon I concur.
