handle is hein.barjournals/wymlawy0001 and id is 1 raw text is: 4, fficial Publication of Wyoming State Bar December 1976 Justice Glenn Parker Honored - Retired Wyoming Supreme Court Chief Justice Glenn Parker, now a Cheyenne attorney, has been present- ed with the Herbert Harley Award of the Amerncan Judicature Society for his contributions to the state's court sys- tem. The award was presented to Park- er, now a member of the law firm of Hirst & Applegate, in recognition of services promoting the effective admin- istration of justice. The Amescan Judicature Society one of the nation's most prestigious legal organizations. The citation lauds Parker as a dedicated proponent of modern judicial personnel programs and a moving force behind the adoption of merit judicial se- lection, tenure and a commission for judicial supervision and mandatory re- tirement of senior justices and judges with provision for assignment to active duty. It also praised Parker as an in- spired contributor to the promulgation of modem civil and criminal rules of procedure, an efficient administrator as chief justice of the Supreme Court of Wyoming, during which time the court coordination project was conceived and implemented and the Supreme Court was expanded to five justices; (and) distinguished lawyer, judge and justice who has devoted alifetime toim- proving processes of justice in Wyo. Parker retired from the Supreme ourt as chief justice, the second such ure in that post, on Dec. 28, 1974. Before his appointment to the court in 1965 he had been a district judge of the Second Judicial District at Laramie for six years. He is a native of Big Horn, Wyo., and a graduate of the University of Wyoming College of Law. The Herbert Harley Award wases- tablished by the American Judicature Society five years ago in honor of the organization's founder of the 63-year- old organization. It is awarded for out- standingcontributionsmade the A- erican judicial process. Bar Scholarships are Awarded at Laramie James Nick Murdock and Barb- ara S. Cockreham were the winners of this year's Wyoming State Bar Scholar- ships. according to E. George Rudolph, Dean of the Wyoming Law School ' Murdock is a third year student who is editor of the Land and Water Law Review. Ms. Cockreham is a first year student who graduated from the University with a grade point of 3.85 and she had a straight A average dur- ing her last three years of college. Bills of Interest to Lawyers Noted All but one of 14 bills of particular interest to lawyers which passed Con- gress during its final weeks were signed by the President last month. The Federal Grant and Coopera- Me Agreements Act, S51437, was poc- ket-vetoed. The bill would have requir- ed federal agencies to designate each of their transactions with state and local governments and other recipients of federal programs as either contracts, grants or cooperafwie agreements. The Office of Management and Budget would have studied possibilities for im- provement of federal assistance pro- grams.
