handle is hein.barjournals/ncsbarnew0007 and id is 1 raw text is: The North Carolina State Bar Newsletter Volume 7/Number 1/1982 Action Delayed on UPL Committee's Proposed Opinion Regarding Real Property Title Abstracting On October 13, 1981, the Unauthorized Practice of Law Committee issued a proposed opinion inter- preting NCGS 84-2.1 and 84-4 with regard to non- lawyers preparing and providing to others abstracts of title to real property. The text of the proposed opinion was published in the North Carolina State Bar Newsletter, Vol. VI, No. 4, November, 1981. Com- ments from the Bar were invited by the Committee in the publication. In addition, various persons and organizations which might be affected were invited to present comments to Committee. A public hearing was held by the Committee on January 8, 1982. The proposed opinion had not been submitted to the Council of the North Carolina State Bar and had not been adopted as a policy position of the North Carolina State Bar. It was intended that the proposed opinion would be reviewed in light of the comments received by the Committee at its regular scheduled meeting on January 14, 1982, and that a final opinion might be submitted to the Council at its meeting on January 15, 1982. Unfortunately, due to the inclement weather, both meetings were cancelled and further consideration has been delayed until the April 14-16, 1982 meeting of the Council. The Committee wishes to thank those who have presented comments to date. Additional comments will continue to be received before the April, 1982 meeting. Case Committee Proposes Plan to Certify Lawyers as Specialists The CASE Committee of the North Carolina State Bar has submitted a report to the Council recom- mending that a plan for certifying lawyers as special- ists in certain areas of the law be published for com- ment by members of the Bar and reviewed by the Committee in light of the comments prior to any final action by the Council. Because the January Council meeting was cancelled due to inclement weather, the report was not acted upon by the Council. However, because of the importance of notifying members of the Bar of the proposal and the generation of comments, the report and proposed plan are pub- lished in this issue of the North Carolina State Bar Newsletter. Box 25908, Raleigh, North Carolina 27611. 1982 State Bar/District Bar Meetings Scheduled The State Bar officers, councilors, and staff will meet with the District and County Bar officers and young lawyer representatives this spring at the 4th Annual Divisional State Bar/District Bar meetings. With almost 100% attendance in each Division, the 1981 meetings proved to be very effective for opening communi- cations between the State Bar and District Bars. The program for discussion at the 1982 meetings includes the CASE Committee, the creation of District Bar Grievance Committees, the Proposed Unauthorized Practice of Law Opinion on Abstracting Titles, and Interest on Trust Accounts. This is an excellent time to express your opinions and to hear what others think about the issues facing the Bar.
