PATTERSON* THE NATURE OF THE PROBLEM Organized government has always made use of at least rudi- mentary administrative law and the functions performed by administrative officials and tribunals. In this country, it was not until the organization of the Interstate Commerce Commis- sion in 1887 that many Americans became conscious of the ex- istence and importance of administrative law.
