A. H. Trost on fleet size. * PART FIVE contains addresses by Senator Daniel K. Inouye, on the fate of the American merchant marine, and Captain John Moore, editor of Jane's Fighting Ships, on the navy and the energy crisis. Discussants for the panels and papers include Frank Uhlig, Jr., Herschel Kanter, retired Rear Admiral Gene La Rocque, Michael MccGwire, Rear Admiral Robert E. Kirksey, William S.
