Gentlemen: The material In this pamphlet on Conflict of Laws is taken from Council Draft No. 4 which was sub- mitted to the December, 1955 Meeting of the Council. Some of this material was not reached at the December Meeting and the Reporter was anxious to have the benefit of the Council's views on it. It was agreed with th, Reporter that we would give him an hour or two for this purpose on the Afternoon o-1 March 17, 1956, the last day of the March Council Meeting. Instead of asking you to bring the December Drafts with you to the March Meeting we have repro- duced here the material to be discussed. We shall have some of the December Drafts at the Meeting, should anyone desire to raise questions as to the other facts of Council Draft No. 4. Herbert F. Goodrich Director
