sga 4, Comment 2.  I am a bit uncertrin Es to whether further discussion
should not be hcd regarding limitation of this right to citizens.
Article IV, page 6.  The right to vote should not and is not accorded to
ell citizens.   ppropriete limltctions .re indicated in Comment 9, page 8, but I
think that the text of the article should indicete that the right is subject to
reesonble quelificstions.   Such qualifications ere indicated in the text to
Article V, pege 9, why not also es to Article IV?
Comment 6, page 10.  I don't understand the reference to midwifes.
Article VII, page 11.  This might overlap with Professor Dor!ing's wo k -
'Ne might ultim-tely decide to combine the two.
Article-IX.   I-think the phrase other statutory reoqirementsn should be
qualified by sole such word es reasonrble.  In comment 4, prge 14, Loewenstein
ettempts to explain why it was left out.  ut if he can define reesonablel in
his comments, I thin it cn be used in the text.  At any rate, the text as it
now reads is too unqulified,
Article X, prge 14.  Seems too generel especirlly in view of comments 5 end
6 on poge 16,
