I-think the phrase other statutory reoqirementsn should be qualified by sole such word es reasonrble. In comment 4, prge 14, Loewenstein ettempts to explain why it was left out. ut if he can define reesonablel in his comments, I thin it cn be used in the text. At any rate, the text as it now reads is too unqulified, Article X, prge 14. Seems too generel especirlly in view of comments 5 end 6 on poge 16,
