in 1942,the American Law Institute appointed an international
COW i Attee- of lavyers ,nd political scientists to ascertain if they could
agree.on rights essential to the freedom of the individual and, if  o, to
fraze a statement of these rights. The results of eighteen zonthst Vork,
celled a St atexea of Essential Human Rights (comprising the printed section
--of the inclosed =terial), shows a far greater degree of accord among these
representativea of-the principal cultures of the world than many of us had
- thought possible.
,Because it moves the traditional American concept of rights for-
 -ard into the social and economic fields, the Statement will arouse violent
* opposition' Yet for that same reason it clarifaes the basic issues of this
-wr end defines the human needs which the peace must satisfy.
The essential thing is to geot the tidest possible discussion of
..the Statement, To that end we plan to publish the document with an Appendix
contoining .several articles designed to stimulats interest and understanding.

IWe have already had many favorable responses to our plan, includ-
ing promises of cooperation from CBS end NE (through Mr.. Lymmz Bryson and
Dr. Jame-a -Rowesnd Angell). The United Nations' Information Service has
asked for one hundred copies printed on airmail- paper for distribution to
all United ,ations.
