That is not so., though sometimes it takes me some time to get around to them. I have, however, read in the last few days Global War and the Law of' Nations and want to thank you for giving ne a thoroughly good time. I was especially interested in the work of Victoria of -whom I knew practically nothing. The conclusion which you drew in the last two paragraphs of your article appeals to me as just right. Your article is a permanent contribution to our information in respect to the history of the law of nations and its development. besides being, as stated, very interesting.
