Whereas:
The system of protection of ethnical, language, or
religious minorities cannot nave any ap lication whatsoever
in America, where the conditions which characterize the groups
knows as minorities do not exist,
The Eignth International Conference of American States
DECLARES:
That residents who, according to domestic law sre
considered aliens, cannot claim collectively the condition of
Linorities; individually, however, they will continue to enjoy
the rights to i.hich they are entitled.
2. Jponese Proposal for the Covenant, 1919:
The equality of nations being a basic principle
of the League of Nations, the high Contracting Parties
agree to accord, as soon as possible, to all aliens
nationals of States Members of the League equal and just
treatment in every respect, making no distinction,
either in law or in fact, on account of their race or
ntionality.
