It wL.s attended by Loewenstein, Reporter, Alfaro, -Mulder, and the brector (present from 12:50). ..The pro-osal dated December 15 of Mr .Loewenstein for the forzulation of Politic alRightis-as considered 'and a great part of the time was occupied by a -:'consideratioq pof. the rights set forth on pages 1-16 inclusive of Mr. Loewenstein's L proposal. The following is the disposition of each of these rights us proposed: -1. -Amended wording agreed on as follows: The citizen has the right to express freely' his plitical thoughts and opinions using for their (ex.ression and) Communication speech, writing, press, radio, film, piCturalizat!on, or other weans, 2. Divided into two ieparate rights; the w.ording of one to be: The citize has the right for political ptrposes to assemble with others :eacefully and without arms.,_ The:-wording-of the other to be: The citizen has the right for political _purposes freely. to associate with others for the organization of political groups, parties, -and other associations and to participate in their actifity. ,' it was suggested that this should be worded: The citizen has the right to participate in th6 government of his state by voting in elections for the national legislative body and to participate by voting in any additional weans of determining -the political mill of the people. It was, however, expected that the Chairman in his second draft would carefully consider this and other possible wordings. 4. It was agreed that the Chairman should resubmit after consideration a wording of #4 which would clearly express hat he had in mind in his first draft.
