The rate of crime in the United States is the highest cf any
modern nation. The failure of our machine-age society to prevent
crime is seen in the fact that between 1923 and 1940 the numbers in
state and federal prisons (excluding jails) increased seven times

up a shocking percentage of annual. commitments to correctional and
penal institutions - up to 40% in some states. As would be expected
from these figures, minors oommit over half of all auto thefts, a
third of all robberies, burglaries and other thefts, one in five rapes,
one in seven murders.
The failure of the traditional administration of criminal
justice adequately to protect society from delinquency and crime is

rehabilitates. More than half of all prison inmates have done time
