Some parts of this Draft have not been examined in respect to style; most of it, however, has been corrected as to phraseology, and all of it hs been considered and aproved in respect to content. It was the consensus of opinion at the meeting of December -11 that this Draft stand as accepted, until other parts of the whole problem have been dealt with. December 21, 1958.
