In view of the amendments made in the Draft since the January
meeting of the Committee, I respectfully offer the following comments
on the Revised Printed Draft No. 1, dated February 16, 1937. Being
unable to attend the March 19 meeting, I earnestly ask that these
comments be read at meeting as each section is reached, as if I were
there in person.
1.       Introductory. (1) Once more, I recommend breaking up the Aviation
Liability Act into three Chapters, as the International Aviation Expert
Commission has done, viz. A. Liability to Persons on the Ground,
B. Liability to Passengers and Shippers, C. Collisions.
(2) The long sections should be separated into short ones, each
dealing with a separate arguable point of law and policy. You have
not accepted my former suggestions to this effect. But I cannot
comprehend why you should not wish to use the best modern methods for
this Act,--methods formally inculcated by the National Uniform Laws
Conference.
