Compact for establishing uniform rules and regulations having the force of law whereby peace officers or officials of a State, party to the same, may pursue, apprehend, temporarily detain, and convey from any State, party to this compact, the body of a person or the bodies of persons suspected of having conspired to commit, or attempted to commit, or of having committed any of certain offenses or crimes, and providing for the development of jails, prisons, workhouses, correctional settlements, colonies, hospitals, training schools and other institutions and industrial plants where suspect- ed persons may be detained, and where convicted offenders may be held in custody, employed, trained, and released therefrom either on parole or in any other manner as provided by the laws of States ratifying the same.
